There are about 2 miles of L5 locked highway preventing any fixes or additions: link. I can relock L3. I found this when trying to add a parking lot connected to this highway.

Hi Rob,
I contacted with the editor who locked all part of that highway. He just PM’ed me and said all unlocked.
Please locked them at your level. If there are any parts you want lock with higher level, please let me know. 
I didn’t PM DCinSea since he’s been super busy lately.
They have been relocked L3. Thanks for your help!

I only did it because I wasn’t familiar with the area and the size of the unlock.
I’m glad all taking care off. 
That was a good call. If I have a big unlock request in the future I will check with the main L5 that locked it first.
