It looks like there is something to try, but not sure if it’s still working:
Time-of-year and holiday turn restrictions
Some restrictions may only be in place during certain times of year. If on a specific date and time, set the appropriate combination.
Some restrictions may follow moving holidays. For example, a turn that is not allowed on Labor Day (US: the first Monday in September), check only the box next to “Mon” and enter “01/09/2013” (September 1st; dates are in DD/MM/YYYY format) and “07/09/20xx”. Clever, right?
So thinking about this instruction, you could select all days, and keep the data range on 1 certain date, by setting the second one on 01/09/20 xx in the example. That way you would have every 1st of September…
They have to tweak this function, but it’s a good start. I’ve already fixed the weekly market in Herentals for a small part and the shopping street in Lier. Works fine for me for now.

Would you write in details how to restrict turns on January 1st only but this every year from 2014 to 2099 for example.
