The link in your request is for a Waze venue. Venues can be edited regardless of the editors rank. If the editor is not of sufficient rank to make the edits, a place update request will be created for editors with the required rank to review the edits and accept or reject them. Please go ahead and make the changes to the place you have requested and let us know when you are finished so your changes can be reviewed.
