The sections in the permilink need to be unlocked so that the ramp’s intersection point can be moved together so that using the interstate as a U-Turn is not an option. There is a user that had an issue with that recently.
attually it is just these two sections that need to be unlocked everything else seems to be unlocked now.
I realized should probably take care of the ramps on both sides of the interstate while i am doing it to keep the same u-turn situation from happening going the other direction.
