There is quite a difference between what various states use between PR and PLR. Since we have spent over a year and a half on doing the base map in the Virginia 2025 project and followed the guidance of using PRs I don’t see the point in going back and changing them to PLR since no change in the routing experience.
It has been a while since the PR starting problems have been around and in the rural areas there are not the industrial or military gates or private neighborhoods of the more suburban or urban areas where people are routed through.
The uturn is a non issue. Routing does not have a uturn on a PLR over a PR. When was the last time you were told to turn into a shopping center or strip mall to do a uturn vice continue down a road to where the uturn is enabled or even routed in a circle or square to turn around? If there is a local street that has a long private drive at the end then it give a u-turn at the end of the local street whether or not the u-turn TR is enabled. I get that every day when I leave my house. For the PLR it likes to have you go to the end of the PLR unless you start on the PLR.
If the PLR or PR is off the main road then neither will have you pull into the driveway to do a u-turn in my experience.
