The streetview, satelite view is not up to date?
it looks like a roundabout, but it doesn’t have a trafic sign 
There are trafic lights… for what I can see trafic behaves here very differently compared to a roundabout

that means when trafic lights are working, trafic lights have priority over the road signs (and different circulation rules at this spot)

Yes, when the road light works, the situation is different and we are not speaking over a roundabout.
That is the normal situation!
Roundabout situation is used only when traffic light are off (never seen yet)
I know this junction very well and I don’t think that transforming the actual situation in a roundabout will do better. We will have a lot of streets having same entrance and exit on the roundabout and that will cause problems:

About this junction, is it correct to use ramps on a minor Highway?
In this case ‘ramps’ are more clear… The connection of the major to minor highway is not on the same level, so the instruction to ‘exit’ is better than the ‘turn/keep’ …
