The wiki also suggests renaming the disconnected segment by adding "CONST ZN" to the name, so someone helpful doesn't come along and reconnect it unknowingly.

Nice catch! I hadn't actually spent that much time examining this yet. The South (disconnected) end of that is where they had attached the (red) One Way facing back toward the onramp.
