Somewhat.
  1. Waze Residential Places with addresses get high priority.
  2. Waze editor-adjusted House Numbers get a lower priority.
  3. Waze base-map House Numbers are the last resort.
Third-party address results come somewhere in between, depending on road-naming matching.

I figure this thread is the right place to ask: How do folks deal with hostile reporters?

For example:
Your stupid fucking app just steered me directly into a horrific traffic jam. Thanks a fucking heap for doing exactly the opposite of what you were supposed to do!!!

UPDATE: I went with a modified version of DwarfLord's canned response for bad traffic data. But I still wonder what others would have done.
