Primary or minor???

Someone can help me to decide which one for this road: https://www.waze.com/editor/?env=row&zo ... ,252467027
I started with primary but at the end of my editing I found segments edited as minor.
The road should not be a RR so I think primary is the best choice.

I think it is a 'Minor': I use 'Street' or 'Primary' only within cities. To connect a city to another, I use at least 'Minor'.
