Tony's already explained the updating process, but you also asked about the approval process: for normal map edits, there is no approval process; anybody can edit just about anything. Some things can be locked though, so that only editors with a certain editing rank can change them. This is often used for high value roads or for roads where the satellite images are out of date and there's a risk that somebody will change them in good faith without knowing that the roads have been modified since the satellite image.

Aside from this though, there is an approval process for places added from the phone or pictures added to existing places.

I had a look and it seems the 2 day window for updates is well past.
Maybe a problem with the Irish updating system. Or not, as the case may be! I'm not accusing anyone of anything.
