Roads in Hospitals...?

Hey folks
Waterford Regional Hospital has had a lot of changes recently - so I updated a number of the routes within its grounds - following the existing practice there of using PLRs exclusively.
I have a question, however, as to whether roads within hospital grounds like this should actually be Streets, Private Roads, or PLRs.
Personally speaking, I think they should be either Private Roads or PLRs - because routing through hospitals feels a bit dodgy to me, even if this is part of the raison d'etre for Waze - but that's just a personal opinion.
Anyway - I went looking at other hospitals for some guidance - and it seems every option is represented, e.g.:

I do appreciate the road network through James's is as good as your average street (and it has bus and Luas routes) - and most people probably route through it rather than around it.
Anyway - I just thought I'd bring this up to see what the opinions are; I'd like to change the roads through Waterford Regional Hospital to Private Roads (leaving PLRs where appropriate) - but wanted to probe the older, wiser Waze minds first.

I think St James's is a special case because it has what feels like a normal road through the middle that's used by buses and private cares. Beaumont Hospital has a similar road though, that's also used by buses and I don't think it has any restrictions on normal traffic using it. I don't recall any signs saying anything like "access to hospital only".
However, in most cases, the roads in the ground of a hospital are exclusively for access to the hospital, not passing through, I vote for private road for all segments except those that are actually within a car park.

Well ... the existing of a parking lot road doesn't mean anybody can park there (we use that road type for petrol stations, and they're just for filling up with petrol or maybe stopping for a few minute while you use the shop).
Parking lot roads also aren't that obvious in the app either. What's more confusing is when somebody creates a parking lot place for a private car park - then it shows up with a big blue 'P' in the app, although just for car parks that aren't marked as private. Staff car parks can be marked with parking lot places, but should not be set to be public car parks.

I would set the primary lot type to "restricted".
As for the name: it seems that we mainly just set car park names when they have a name recognisable to the public. For the car park in a hospital, I'd lean towards not naming it at all, although in this case we could *maybe* call it "disabled parking". What do others think?

Of course - then there is the matter of Staff Parking... Super-Private roads?

Excellent; thanks for the insight.
A further question; an interesting twist is that one of the new public car parks in the hospital is "Disabled Permit Parking only" - a nice touch from the planners I thought. Is it appropriate to call that out in the name of the parking lot, or the PLR - or something else?
