I would like to suggest to create a "level 0" map editor. His/her editing activity should be followed by a "sponsor", who would verify if no mistakes were made.

I missed such a figure while practicing.

In Brazil level 3+ guys are locking every trash can in the way. Level 2 and below can't edit anything anymore.
