How to customize group icons and your own picture

How can you customize your group's icon? Also, how do I upload a picture to use as my personal icon?
I clicked on one wazer and somehow they had added their picture next to their name.

It uses your Facebook picture. And you can't customize the group avatar.

WFAA have probably approached Waze to create something. The average user like you and me cannot do this!

They are not giving privileges to any users. It looks like a tie up with a news company. Don't worry you're not missing out an a feature that any other user has!

I'm sure I'm missing something, but it looks like a custom icon when I look at the group: WFAA Traffic Spotters
