Problem is still present in Norway as well.
The times I got this morning (monday morning) would probably apply nicely to a sunday morning.

I'm pretty sure that Waze is supposed to give appropriate ETAs for the time of day (kinda the whole point of the app), but only if it has enough traffic data for local area.
