If you're going to be ranking countries by number of MTEs, then you will need to stop waze_roadclosures from creating MTEs for the smallest & most insignificant of roadworks.

At last year's Euro meetup, the UK was the top country for MTEs - and this was almost entirely due to MTEs that couldn't be considered "major" or "events" or would have a large effect on traffic. Whilst we greatly appreciate the help provided by the waze_roadclosures team in creating closures, there are parts of the UK map where MTE is becoming pretty meaningless and we're working with our CM and the team to try & change this.
