Bogus? Why would they give bogus reasons? They are not doing a WP8 version as forecasted revenue doesn't exceed the project cost to develop and maintain it.
The BB10 version is an Android port rather than a fully supported BBX version.

Microsoft should really toss them some funds to do this, I'd like to give Windows phone 8 a go, but not without waze...

The Waze app probably didn't need to be changed for BB10 for the reasons above.
Due to the stupid way WP8 works (Silverlight anyone?) and the numerous restrictions imposed on developers, it might take a while before anything is developed or released, if ever.

The only thing I need now is Waze on Windows Phone 8.
