Go to https://world.wazeusers.com/namerica.php and wait for a few minutes for all the cities to load. Then hover the spots and the max active users number will appear. If there are too many spots at the same place a magnifier should appear, but I recognize it's quite hard to find in Vancouver area ! At that time I see 1 075 users in Vancouver (that is, a maximum of 1 075 users in the last 24 past hours, I think).

It seems buggy now indeed, in North America there are non zero values only in Mexico...
It works better in Europe. I can't believe waze users number decreased that a way in such a short periode of time !
