Can you verify the address where the mail was a sent from? In some mail clients you can right click on messages the inbox list and look at properties or message options that should have the complete sent trail or 'Internet Headers' for the specific message.

It is fairly easy to spoof a 'sender' name but not always that trivial to cover other tracks.

I use a specific alias for every site that I register with, and this would easily indicate who 'leaked' an address.
I have not received any spam from any of my Waze related activities.

It was a in app PM.

I haven't seen anything that wasn't official on there. The ones I have show "From the Waze Team" at the top right of the message when it's opened. If it says something else, that may help to find out who did that and do whatever is necessary to prevent it from happening again. Other than that, I'm not really sure since I haven't seen anything from someone other than Waze.
