This is not a bug. Only the read PM's will move from your outbox to the sent-folder. Unread PM's remain in the outbox until they're read by recipient or deleted by you.

Yeah, you're notified by email. Although I noticed the other day that the notification isn't instant... it's delayed by at least 5 hours or so.
