Tulare County, CA Cartmill bridge closure

Major work on the bridge, all pavement is removed to earth.

It looks like SAR85 got to it on the 30th, and inputted the closure using restrictions. Those should be live now.

My bad, it was submitted to the closure form, and I was trying to find an expected end date... during the Raid.
