We have a section right on the CT page (that you did catch when you made your state list) just for Mapping Utilities... (http://www.waze.com/wiki/index.php/Connecticut#Mapping_Utilities)

I've only included state wide resources (that cover ALL of the 169 Cities & Towns) at this time because I haven't been able to reliably find (and re-find later) up-to-date maps online from the individual Cities & Towns... But we're a small state, and CT DOT does a great job - and their Functional Classification maps are by far the best way to determine road types in the state...

Although, not really an official source of mapping information, I recently came across this site: http://www.fhwa.dot.gov/trafficinfo/index.htm (National Traffic and Road Closure Information). It provides links to a bunch of sources (including links to all the state DOTs) that I find useful in addressing some URs.

Caltrans actually uses Google for their map:

While not for GIS information, it is being used for official Caltrans construction alerts. Not sure if that makes it safe to use or not.

IMO I'd say the information contained in the construction markers is usable. It's information published elsewhere by Caltrans and contains all the information needed to locate what segment(s) it applies to.
