Also remember that you can use the "Snapshot Mode" to see what an area looked like as long as a tile update hasn't taken place. (The one time the usual delays are beneficial....)

The Champs can, in a worst case scenario, have Waze roll back certain tiles if the damage is severe enough. But it has to be catastrophic for this to take place.

It has been discussed and brought to Waze's attention many times over the years, however, they are very adamant about accepting the relatively small overall map damage to gain the benefit of new users being able to work on things and become editors.

I would love to see some more UR control like we have with PUR, but this is one you certainly shouldn't hold your breath on. :)

I believe you are correct, but there are many R4< editors around that can help in an instance like this. You would usually have a SM around if someone is causing havoc anyway.
