I've noticed this in my area too. A certain high level editor keeps drawing large paved two lane roads as "streets" and often within 1 minute I am able to find a road sign (hint: look at the end points) and find it's numeric. Now I understand that for there may be reasons, as some have suggested above, that someone may "come back to it" etc. But Honestly, If I'm an editor and I see that in the map, I'm gonna think that it's already been covered and don't touch it, especially if it is done by a higher rank editor than me (ie. He/She knows what He/She is doing.)

TL;DR - If you are going to draw something in... do your homework on it the first time!
