Seems not as straight forward as that. Several of us (myself, MapCat, AlanOfTheBerg, sorry if I left your name off) seem to be able to edit in most/all of the United States in the new Cartouche (Papyrus). Not sure if this is specifically related to level (4) editing rights or if there are other factors.

Maybe level (4) only gives you rights to edit in your home country?

Other level (4) editors, can you edit outside of the area that you have driven and the area that you manage after you got your level (4) rights?

Here are other level (4) editors in the United States, per the list of editors with more than 100,000 edits per the recent post of top editors (other than jondrush and the editors mentioned above):

banished, OscarC, HavanaDay, UnderDog28, svance92, RallyChris, anthyz, GizmoGuy411

So it seems that it is unclear what editor rank (4) does and why different people have different experiences. Either some of us have more rights than we should (please don't take them away!) or some of us don't have the correct rights?

Anyone feel so inclined to refer to alpha and see what editor rank (4) is supposed to do?

I can not edit anywhere on the ROTW server in Papyrus except in an area of Tijuana Mexico where I have driven and am an Area Manager. Have not tried Cartouche_old.

I also do not have rights to edit in Canada on the US/Canada server.
