Seems not as straight forward as that. Several of us (myself, MapCat, AlanOfTheBerg, sorry if I left your name off) seem to be able to edit in most/all of the United States in the new Cartouche (Papyrus). So it seems that it is unclear what editor rank (4) does and why different people have different experiences. Either some of us have more rights than we should (please don't take them away!) or some of us don't have the correct rights?

I can not edit anywhere on the ROTW server in Papyrus except in an area of Tijuana Mexico where I have driven and am an Area Manager. Have not tried Cartouche_old.
I also do not have rights to edit in Canada on the US/Canada server.
