Nobody really knows the official bands but it's based on a percentage of users in your region/country.

The level changes on the 1st of the month. User points change, in theory, daily. So potentially you could gain it on the last day of the month and lose it the following day!

Indeed, it is! The clients' points count seems to (sometimes considerably! also in my case, it was nearly -70% and -1 star ) lag behind what Dashboard/Scoreboard say. Possibly the server fails to deliver enough candies, cookies, munchies, sweeties, pumpkies, scaries and other goodies to theclient, to sync their internal points values only by such flawed way...

In addition to differing points, the names also often do differ (as they are chosen separately for login+scoreboard and client), sometimes also do the registration dates. Only the position rank seems to match between the client and server (at least I've not found an exception, which I can not rule out).

I was told that reinstalling the client seems to sync the client points with server. But noone is expected to do this repeatedly

No, shield, sword and crown are awards for points in relation to others in the same state.

Stars are for absolute points. Check the wiki for thresholds.

Just keep Wazing and editing the map and you will be to the sword in no time!

And stars go away in Waze 3. So I wouldn't worry about them.

As I said, they are already gone in Waze 3. They serve no purpose anyway. Points and number of edits are the most meaningful
