Ranking system broken?

Driving around this morning I tapped on a Waze "royalty" user, only to see that he had only 5491 points.
Thinking that was a little low I picked another this time a "knight" who should have significantly less points than royalty but he has 17761.
The ranking system seems to be broken

He's never posted to the forums that I can see and as we can't look at profiles any more I guess there's no way to tell?

Waze had confirmed that their fix didn't actually resolve this issue. I believe that they are still working on it.

Could knutty be a foreign driver from a country where you don't need as much rank to be royalty? For example I imagine you'd be royalty in Belgium with that rank!
