What is the timezone for Scoreboard updates?

Just wondering.
When I check the dashboard it says "Rank, last updated: 9.6.2010, 2:00". What is the timezone for this update? And is this AM or PM?

If it not stated pm or am, it is generally a 24h clock. Only the English speaking countries use PM and AM and are therefore a vast minority. Time zone appears to me to be the same as the USA-East coast, but I am not sure.

I'm not sure of the timezone (I was wondering that myself recently) but the times shown are a 24-hour clock.
