Only in basemapped countries this functionality has been enabled afaik.

What I miss in this discussion is that sometimes roads initially don't show up - it appears to be a white area - but when you later restart Waze, the whole map shows up, also for roads that you just (accidentally) paved, thinking it was not there, yet. Punishing somebody by giving negative points for an apparent interface error would not be fair. I observed this problem in both the USA and Germany & Scandinavia.
