Unlocked.
Please take note of this:
1. Waze's primary (and only) objective are roads. So when the route of this Blue Line interferes with the road network then the Blue Line has to be moved aside.
2. do not connect the railroad to the road network
3. The stations are more important then the railroad because stations can be destinations for car drivers
