[New page] BeNeLux speed limits

The document that was prepared for the first days of entering speed limits is stable now. https://goo.gl/OkbT9p
Is it time to convert it into a wiki?
I am not sure it is.
Firstly, the speed limits editing might still change during the 3 next phases of the initial process.
Secondly, wouldn't it be better to wait for the global pages?

Add the highest speed of the incoming connected roads that have the same road type as the roundabout. If unclear use the default speed of the current zone.

I think this text, with the small change as suggested by Robert, describes exactly what is needed. What could be removed to improve the text without loosing info?

I think the suggestion to change it to the following won't always result in correct edits.
At roundabouts the speed limit of the current zone should be entered.

New changes to the page:
* Added 'Dynamic maximum speeds'
* Removed the 'work in progress' banner (isn't any wiki page a work in progress?)
* Added an explanation about the 'normal speed limit', for further reference.
* Added an introduction to 'Motorway Traffic Management'
* Moved 'WME Route Speeds' to a L3+ section that needs to be expanded.

I have previously added the following to the cutting section.

In some cases this length might even be longer, try to take the intent behind the placement of road signs into account.
