Line Number / Tool Name consistency in Permissions sheet

Since the Toolbox country settings sheet was released, there have been a number of tool changes which have caused the line numbers in the sheet to no longer match the line numbers referenced early on in permissions forum threads. This makes it maddeningly difficult to refer back to older posts and properly understand people's arguments, and/or quote them later in the thread without explanatory edits.

I was going to propose that someone with access to the sheet go back through its history and correct the line numbers to match the original tools to which they referred, adding blank rows if necessary, but I realized that there may be future additions to the list which, if grouped properly with similar tools, would necessarily upset the line numbers below.

Is it possible to add a column to the sheet which would provide a static reference to a tool's original line number, for reference?

Could we also collectively agree to cease using line numbers in the permissions threads when referring to tools?

I think it's a good idea to reference primarily to the ToolCode, maybe accompanied by the current line number (so that people can quickly identify the rough position of the line, even if individual lines are deleted).

Afaik, only the former lines 17 and 18 were deleted so far (unconfirmed turn highlight).

Referencing the ToolCode is a good idea.

What I was really hoping to get fixed was some of the early conversation in the USA permissions thread, where there are many (now incorrect) references to the line numbers of tools. I've had some recent discussions with other editors about the history of various permissions decisions, and when they attempt to catch up on the thread, the first couple pages are baffling. If I had moderation rights there, I'd happily fix the posts myself by inserting tool codes, but I don't want to make work for others, so I suggested the column with historic line number references...

I think the numbers shifted before wherever you copied them from:
