Level 4 is the correct one to start making road closures.

Exact. Even in the same country where there is a specific level to make road closures, there are special conditions to allow a publisher who doesn't meet the level can do this activity.

You did not spread any misinformation. The required level to add Real Time Closures (RTC) is a setting that can be decided per country.
If a country wants it to be level 2 it can be set to allow L2+ editors to add RTCs.
In Switzerland for example it's L3+, like in the USA, I think in Germany it's L4+. So this is not the same for everyone in the whole world or based on NA/ROW/IL servers.

Apparently for Malaysia it's also starting at L4, from checking their forums for info on the subject.
