I think that you should look for Chinese made phones without any brand. They are cheap as dirt and they do have Android OS!

Or, other words — what is waze requirements for 2016-2017?
Ram size, cpu cores count, cpu frequency, chipset, battery size?

Another cheap option is a TracPhone. Their Android smart phones start at $20 at Walmart. Then you can buy prepaid voice and data plans that aren't bad if you don't use it a lot.
