Is PM broken?

I've recently sent 3 different PMs to 3 different Wazers (one last night, one a few hours ago, and one about 5 minutes ago) and they are all stuck in my "Outbox". So I'm wondering, is PM broken or am I blocked from sending PM for some reason unbeknownst to me?
