I see your thinking with this, but I think I'll have to disagree.

Freeways/highways and the like are what need to be completed first. Besides, editing neighborhoods and local roads already gives a higher point return, in the sense that spending an hour editing neighborhoods gives LOADS more points than spending an hour editing a stretch of freeway.
