Yes that is a two way road. Yes that is a lot of damage to all parts of the tunnel from cars over too far and truck too tall. There is even a sign saying something like "no U-Haul trucks" but that doesn't stop people.

I agree, think many commercial drivers are using this app already and these features would be great. I drive a CMV in and out of NYC and it always wants to put me on the Parkways.

Bridge heights and weight restrictions are WAY too complex and tedious to maintain, but one simple feature that would help commercial drivers quite a bit might be "avoid Parkways".
