Disabled car on road

Why is there no option for Disabled car on road and only shoulder? An object on the road is different then a car.
Instead of only "Hazard->Shoulder->Car" there should be "Hazard->Road->Car"

We've asked for a "Vehicle" sub-option under Hazard->Road but it isn't there yet.

There isn't any difference, but the object could be a chunk of wood or a dead animal. Vehicle can likely cause a bigger backup.

I think the same is true of having the construction hazard only being on road, when construction on the shoulder can be as much or more of a hazard than a car.
