Best departure time

For daily commute, it would be hugely useful to know when rush hour traffic has peaked, for a specific route. The app could then suggest a good time to start.
For example, app could calculate driving time for a saved route every few minutes during a specified time window (7am to 9am, for example). If driving time is trending down over 15-20 minutes, app could suggest this as a good departure time.
