There's no problem except Waze doesn't want to spend hundreds of hours of development time building a "social network" within Waze itself. For now, and the foreseeable future, Waze will rely on external connections.

Hundreds of hours? Creating a db table and associating user ID's with each other, then creating a Waze_Friends module to handle the relationships and common functionality should not take hundreds of hours. You don't need to build an entire social network to add such functionality...

Would love to see a Waze-native friends list, something that doesn't rely on the use of social network API's...

Please..... Enable friends by waze names
I do not use FB and have lots of friends who don't as well. What's the problem to have waze friends instead?
