Yes, that is a side-effect that can confuse people -- if Waze knows the road is always jammed up at a certain time, it will not show a jam on the map. Waze WILL take those "normal" conditions into account when finding the best route. (And the best route may still be to stick it out and crawl through the traffic depending on what options are available and known to Waze.)
