Phantom Streets

What is the source of these streets that are non-existent. I can see that maybe it was in the plans
and as a result was placed in the map. I think there has got to be another explanation. I have ran across entire subdivisions that did not exist. Another street, I just recently deleted from WME, because it was the cause of routing error. I need to be enlightened here or just need a different
perspective.

In the US the initial data was from the US Census Bureau a few years ago. http://www.census.gov/geo/maps-data/dat ... -line.html

There have been some other data imports like the gas station locations. But the vast majority of alterations to the base tiger map data is made by editors like you and me.
