Waze ignores a shorter route in the morning

Every morning my wife drives to work from Lakeland to Orlando, getting on I-4 at ramp 38. (Livemap):

Waze app always wants her to go this way, which is obviously longer(Waze app):

When she turns onto Tomkow Rd. from Old Polk City Rd., her route immediately updates, improving her ETA by 4-6 minutes.

Why doesn't the app use the faster route in the morning? It does at other times of the the day. Livemap always shows the faster route. This just started in the last couple of months.

To close this out, MacBeachBum and I have been discussing via PM about the issue. It appears to be construction related (construction on Tomkow road a few months ago). We have agreed to continue to monitor but the issue is one that doesn't repeat itself consistently.
