Trying to clean up some outstanding things before the flood of reports from the drive home tonight show up

1.) When trying to fix the u-turns on the node with the adjacent segment, I didn't catch that the QW failed to re-enable the thru route because of this segment being locked. D'Oh!

2.) Location of the roundabout needs shifted south a bit. Problems reports are being generated because the position doesn't match the GPS trails.

3.) Remove turn restrictions, south and east

4.) Connect turn lane from Mound and disable turn in same direction in intersection.

5.) Enable turns onto Saville and eliminate superfluous segment.

6.) Allow turn onto Center St

7.) Add "mapcat bowtie" to allow turns onto Coonpath Rd without allowing u-turn.

Done with all (segment numbers changed where new segments were created). Currently all are locked at level 3.
