Need those two sections of the 14 unlocked. Need to change them from Minor Highway to Major Highway.

My experience has been requested unlocks completed within a day or two.

Nope. Level 6 is Waze staff. You have to contact them via the support page (Type in Level 6 unlock, search, and then choose the email option).
Then wait several days or more for them to get around to it.
