The highlighted segment of Rte 1 S needs a level 5 unlock or level 5 editor in order to correct the problem described in the UR in the adjacent parking lot.

I've noticed that. WeeeZer14's actually worked on many of the so-called "high value" roads around here, which is why many of them have level 5 locks.
I, myself, have only recently discovered RevCons and SelfCons and how they mess with routing and try to patch them up where I can. The roads with level 5 locks I can't do though. I just try to request an unlock when I see a UR that requires modifying a locked segment to fix.
