This is a neighborhood area with simple junctions that does not require locking. Would like to properly assign allowed turns. Editor level 1.

This intersection has a special exception to the typical turn restriction rules and it's been locked by a CM to prevent well-meaning editors from undoing things.
If you turn on your Landmarks layer, there's a small landmark right on the junction that explains things. If you disagree, you need to contact the CM directly through the forum PMs to discuss things.
