Yeah I think "US-x" was an immediate "go" for ramps, BUT I don't think we came to a conclusion for road segments. I think that was left as more or less "we US Wazers will figure out what we want for US and state highways and give you Waze HQ people a list".

Is it bad to use locks as a mental note (in a sense) that I already updated the road and I don't need to do anything else to it. Or is that improper use?

I'd say it is bad for anything less than a Primary Street unless there is something really complex going on with the roads there.
