I think the idea is good but its important for waze to fix problems like the preference and in this case, theres no problems.... I think that is a good idea but not the right way....

Theoretically, you are right and fixing the routing and jams avoidance and user action response and etc. issues server-side is THE obvious way to go.

But practically, you know Waze good enough to be aware, that the road category pruning override did not belong into categories, which will be readily available not even in the soon timeframe. Although actively being worked on... (and the behavior of different road categories with respect to the amount of the driving waters is not even planned to change, at least not that we knew about). Until its readiness we (and especially the masses of unaware plain users) perceive a much better routing behavior, for possibly a year long. And we will be more than happy to bump up the categories of our road network to their expected levels. Once it happens, I expect it to be a matter of at most a day (or two).

BTW, your initial (title) question was probably meant to be "why you dont use Freeway for your D2 and D1"?

short answer:
- just two lines in each way
- troubles with longer way routing

Too high preference of Freeways was causing poor sensitivity to traffic and also routing via longer route on highway even shorter and FASTER route was available. With using major HW for D1/D2 and also other highways and motorways we got better routing for short and middle distances with little issues for long distances when sometimes routing uses freeway in neighboring country...

maybe, based on our experience, it would be good to think about same setup in other countries...

yes, only for sections which are tolled (e.g. part of D2 from intersection with D4 is not tolled: https://www.google.com/maps/@48.071889, ... fJ0NLA!2e0)

Freeway near town or inside town pulling traffic even when on Freeway is big jam. Preferences for Freeway is so strong. With Major Highway we have better experience than Freeway to avoid traffic jam mainly on D1 where was started repair parts of the road now.
