There are three things there (I panned a little to the west).
From west to east...
  1. An unconfigured/unapproved speedcam
  2. A landmark named "Speed Camera"
  3. An approved speed camera set for 80km/h

I'm going to move your post to the German forum, as they can probably help a lot more than I can.

It's Hannover, Germany.
Here is the link but I am not sure if it will help. I recognized the same behavior on a speedcam I pass every day. I am always exact 10km/h over the speedlimit but I get notified only in 80% of the cases.

What country is this (you only list "Hannover" in your profile to the right of your post)?

Also, please post a Permalink so someone can look at the camera.

The camera has a fixed speed set (80 km/h) which is not correct because it is a dynamic speed limit on that road, but regardless it should have raised an acoustic signal because my speed was way above 80km/h.

Even the part that says

Are the cameras in question configured properly (i.e. correct speed set)?
